Title 1

Isaiah T. Creswell Middle School of the Visual and Performing Arts has developed a written Title I parental involvement policy with the input of our students’ parents. We offer opportunities for parents to give feedback on our parental involvement policy several times a year. The document is sent home semi-annually for parents’ review. It is also on our website for parents to review and submit changes. Additionally, we make the document available at parent meetings for review. There are also copies available in the front office. The policy describes the means for carrying out the following Title I parental involvement requirement [20 USC 6318 Section 1118(a) – (f) inclusive].

The Every Student Succeeds (ESSA) requires that each Title 1 school gets input from all stakeholders in the areas of:

School Title One Model

Parent Engagement Policy

Parent Compact

School Improvement Plan

What Is A Title 1 School?

Title 1 was passed in 1965 under the Elementary and Secondary Education. Title 1 schools receive extra funding (Title 1 dollars) from the federal government. It is the largest federal assistance program for our nation’s schools.

These dollars are used to:

Support students who are struggling academically by offering extra help and resources.

Add more staff, programs, materials, and supplies to improve learning opportunities.

Organize events and meetings to engage and connect with parents and families.

How Does Creswell Use Title 1 Funds?

smaller class sizes

additional teachers and paraprofessionals

additional training for school staff

extra time for instruction (before and /or after school programs)

parent and family engagement activities,

a variety of supplemental teaching materials, equipment, and technology

The Title 1 Model Vote

Each year we must identify our schoolwide or for targeted support. The choices are:

Continue as a schoolwide Title 1 school- all students benefit

Convert to a Targeted Title 1 school- Only academically at risk students benefit

The SIP Is The School Improvement Plan.

It Includes:

Identify the school planning team and explain how they’ll be involved in the planning process.

Conduct a needs assessment and summarize both academic and non-academic data.

Set clear goals, strategies, and action steps to address students' academic and non-academic needs.

Identify professional development needs for teachers and staff.

Plan the budget and coordinate available resources effectively.

Creswell’s Schoolwide Program Goals

Boost numeracy and literacy by offering engaging, challenging, and personalized learning experiences with high-quality, relevant materials for all students.

Improve student attendance by addressing barriers with a multi-step approach to ensure every student meets satisfactory attendance.

Support cultural and social-emotional learning by creating a positive school climate where students feel safe, valued, and connected, with opportunities to understand and appreciate one another.

How Is The Parent And Family Engagement Funded?

Districts with over $500,000 in Title I funding must set aside 1% for parent and family engagement.

Of that 1%, 10% can be used at the district level for system-wide parent and family engagement initiatives, while 90% must be distributed to all Title I schools.

As Title I parents and family members, you have the right to be involved in deciding how this money is spent.

How Is The Parent And Family Engagement Funded?

For the 2025-2026 School Year we plan to use the funds for parent and family engagement meeting and events:

Family Engagement Policy

What it is:

The Every Student Succeeds Act (ESSA) works to make sure all kids have a fair, equal, and high-quality education, while closing the achievement gaps. The Title I, Part A parent and family engagement rules help support this goal.

Every MNPS school needs to create a family engagement policy.

This policy sets clear goals and expectations for parents and families to be involved in their child’s education. It’s created together with input from parents and families, making sure everyone agrees.

What is a Family Engagement Policy?

These plans address how the district and school will implement the parent and family engagement requirements of ESSA. Components should include:

how parents and families can be involved in decision-making and activities;

how parent and family engagement funds are being used;

how information and training will be provided to families; and

how the school will build capacity in families and staff for strong parent and family engagement.

You, as a Title I parent or family member, have the right to be involved in the development of these plans.

  Current Family Engagement Policy

The school holds an annual meeting in August during Open House to inform Title 1 parents about program requirements and their involvement rights. Notifications are sent through ParentLink, Marquee, flyers, callouts, Remind, and X.

Flexible meeting times are offered, including early evening sessions before student performances.

Parents are engaged in planning and improving Title 1 programs through documents, website reviews, and surveys.

Timely information will be sent about Title1 programs given every spring (May), fall (September), and by request at any time.

The school explains the curriculum, assessments, and proficiency expectations during the annual Title 1 Meeting and through regular student-led data chats.

Parents can request additional meetings to discuss their children's education at any time via the front office.
